Deputy Human Capital Officer at NASA
Ms. Anne Roemer is a leader committed to driving positive change and creating efficient organizations for maximum results. In March 2023, she was named NASA’s deputy chief human capital officer, playing a pivotal role in aligning human resources policies and practices with organizational goals and working with leadership to develop consulting practices, integrate talent services, and advise on workforce strategy.
In 2018, Ms. Roemer became the human resources director for NASA’s Johnson Space Center where she led a team of civil servants and contractors in human resources management, development, operations, employee welfare and morale, and workforce analytics. Her responsibilities included attracting, retaining, and developing more than 3,000 civil servants to support the International Space Station and NASA's return to the Moon and beyond to Mars. She also advised the center director on workforce strategies and issues and made strategic investment decisions for Johnson’s $28 million workforce budget.
Ms. Roemer also managed NASA’s Astronaut Selection Program, overseeing the entire process of selecting astronauts. She was responsible for the 2017 and 2021 astronaut selection, resulting in 22 new NASA astronauts. She reviewed thousands of applications, sat on the Astronaut Selection Board, and integrated the behavioral, medical, and human resources components for recommending astronaut selections to agency leaders. Throughout her tenure Ms. Roemer modernized the selection process, implementing new technology and processes.
As Johnson’s human resources director, Ms. Roemer became a member of NASA’s Office of the Chief Human Capital Office leadership team, which implements agencywide programs and services for meeting workforce objectives. Currently, she leads the agencywide human resources communications strategy and operations. In 2017, she completed a one-year detail to NASA Headquarters where she served as the deputy manager for the Human Capital Transformation Project, focusing on aligning human resources practices at ten centers to a centralized, enterprise model.
Ms. Roemer joined NASA in 2000 as a Presidential Management Fellow. She served as the Executive Resources Program Manager and the Cooperative Education Program Manager while at Johnson. In 2008, she was selected for her first management role, serving as branch chief in Johnson’s Human Resources Management Office. Ms. Roemer was recognized with NASA’s Outstanding Leadership Medal and subsequently selected as Johnson’s deputy director of human resources.
She has a bachelor’s in international relations from Roanoke College and a master’s in international administration from the University of Denver Graduate School of International Studies. She is originally from Ohio and resides in Texas with her husband and two twin daughters.
